为规范乙方所提供的企业邮件服务及相关客户服务的品质,使客户能够有效监控乙方的服务,特制定本服务品质保证书。

一、邮箱联通性保障

1.定义与适用范围

“邮箱联通性”是指乙方提供给甲方的电子邮箱是否能通过客户端或web方式收发邮件。“邮箱联通”是指乙方提供的电子邮箱可以正常的接收和发送内外域电子邮件;“邮箱不联通”是指乙方提供的电子邮箱不能正常的接收和发送内外域电子邮件。

2.承诺

乙方保证客户的网络系统99.9%的联通性,既每月不联通时间少于44分钟。

3.违约赔偿规定

乙方如果在任何一个月中不能达到本条承诺的服务品质,将提供甲方当月双倍服务时长。

乙方可根据甲方要求,为甲方计算每月中“邮件不联通”的时间,“邮件不联通”包括由乙方的责任而造成的甲方电子邮件不能正常收发的时间(分钟数),但不包括由以下原因所导致的甲方电子邮件不能正常收发:

a.乙方经甲方同意所进行网络维护所引起的;

b.任何由于甲方负责维护的设备或线路所引起的;

c.任何由于甲方使用上的错误操作所引起的;

d.由于甲方的疏忽或由甲方授权的操作所引起的;

e.电信线路被人为破坏或基础电信运营商的线路,设备因调试,扩容所引起的;

f.由于不可抗力所引起的。

二、邮件收发延迟保障

1.定义与适用范围

邮件系统发送延迟是指客户通过客户端或者web页面完整发送完某封邮件开始(即邮件系统完整接收到此封邮件开始)至邮件系统开始向目标邮局传送该邮件所需要的时间;邮件系统接收延迟是指邮件系统从源邮局完整接收到某封邮件开始至接收客户可以通过客户端或者web页面访问该邮件(即邮件系统完整投递此封邮件到客户信箱)所需要的时间。

2.承诺

乙方保证邮件系统发送延迟,平均值≤1分钟,最大值≤1小时;邮件系统接收延迟,平均值≤1分钟,最大值≤1小时。

3.违约赔偿规定

乙方可根据甲方要求,统计甲方每月中“邮件收发延迟”的平均时间和最大时间,如果邮件收发延迟平均值不能达到承诺或最大值出现两次以上,将提供甲方当月双倍服务时长。但不包括由以下原因所导致的甲方收发延迟超标:

a.乙方经甲方同意所进行网络维护所引起的;甲方收发非乙方邮件系统邮件引起的收发延迟;

b.任何由于甲方负责维护的设备或线路所引起的;

c.任何由于甲方使用上的错误操作所引起的;

d.由于甲方的疏忽或由甲方授权的操作所引起的;

e.电信线路被人为破坏或基础电信运营商的线路,设备因调试,扩容所引起的;

f.由于不可抗力所引起的。

三、运维保障

1.定义与适用范围

关于乙方提供的邮件系统的运行维护需要达到的一些基本指标。

2.承诺及违约赔偿规定

系统监测和维护时间:提供7×24小时系统监测和维护

每月故障总历时:最长不超过100分钟。每月故障总历时是指每月所有故障历时的总和。

每月调整总历时:最长不超过100分钟。每月调整总历时是指每月所有调整历时的总和。

系统可用率:最小不低于99.99%系统可用率是指每月系统无故障时长占当月总时长的比例。

全年无故障天数:最短不少于360天。全年无故障天数是指一年中没有任何故障的自然天的总数。

计费差错率:最大不超过3×10e-5。计费差错率是指每月由于各种原因造成计费错误的客户数占所有已收费客户总数的比例。web页面打开速度、窄带条件、主流机型下,平均值≤30秒;宽带条件、主流机型下,平均值≤10秒。

乙方不能满足本条之承诺,将提供甲方当月双倍服务时长。

四、反垃圾邮件保障

1.定义与适用范围

含有下述属性的电子邮件称为垃圾邮件:

收件人事先没有提出要求或者同意接收的广告,电子刊物,各种形式的宣传品等宣传性的电子邮件;

收件人无法拒收的电子邮件;

隐藏发件人身份、地址、标题等信息的电子邮件;

含有虚假的信息源、发件人、,路由等信息的电子邮件;

含有病毒、恶意代码、色情、反动等不良信息或有害信息的电子邮件。

反垃圾邮件保障:乙方利用各种合法的管理手段和技术手段阻挡,禁止垃圾邮件传播的行为措施。

2.承诺

乙方有专门的机构负责反垃圾邮件工作。有明确的反垃圾邮件工作联系人,联系电话,电子邮件地址(abuse@域名)等。乙方明确告知所有用户发送垃圾邮件的危害及法律后果。乙方有明确的反垃圾邮件处理流程和措施,保障对乙方本域内垃圾邮件处理的及时性和有效性,响应时间最长不超过一个工作日。乙方向甲方提供网关级的反垃圾系统保障,可自定义规则的反垃圾邮件功能。

乙方发现外域发来的垃圾邮件后应按照如下要求处理:

a.乙方通过技术手段或依据用户投诉确认垃圾邮件,保留必要的信息作为证据并进一步确定垃圾邮件发送源,即邮件帐号或者邮件发送服务器的ip地址,同时通报给互联网协会并且向发送垃圾邮件的外域乙方及nsp投诉。

b.乙方在必要时应采取有效的技术手段阻断垃圾邮件发送源。

c.乙方在确认垃圾邮件发送源不再发送垃圾邮件后,可解除对应的阻断措施。

d.乙方在互联网协会发布最新的垃圾邮件服务器清单后一个工作日内按照要求进行处理。

e.乙方确认本域发送垃圾邮件后应按照如下要求处理:

f.乙方通过技术手段或接到的投诉确认垃圾邮件,保留邮件的信息作为证据。并进一步确定垃圾邮件发送源,即本域的邮件帐号,同时采取有效的技术手段和管理措施包括但不限于停止邮件帐号的服务。

g.乙方及时将处理结果通报给投诉方,响应时间不超过3天。

h.乙方在得到用户不再发送垃圾邮件的书面保证后,可恢复其邮件帐号的正常使用。

i.乙方的域名或ip地址被加入国内外其他反垃圾邮件组织的拒收列表后,及时向互联网协会通报。

3.违约赔偿规定

乙方不能满足本条之承诺,将免收甲方当月之费用。

五、防病毒保障

1.定义与适用范围

互联网的开放性和计算机信息易于扩散的特性,为邮件病毒的传播和泛滥提供了可乘之机,大量的邮件病毒使用户受到极大的困扰。电子邮件的普及,邮件病毒的泛滥,给电子邮件系统带来了更进一步的考验,也对电子邮件系统的体系结构和系统功能提出了更高的要求。

防邮件病毒保障:乙方利用各种合法的管理手段和技术手段阻挡,禁止邮件病毒传播的行为措施。

2.承诺

乙方为向用户提供更加优质的电子邮件服务,在企业邮件系统中架构了邮件杀毒服务器为用户的电子邮件提供杀毒服务,乙方承诺以下防病毒服务:

查杀各种类型附件病毒。包括:.doc,.xls,.exe,.dll,.zip,.html等等。

提供高性能,高效率的杀毒服务,确保邮件没有延迟,延迟时间。

病毒库定期升级,保证可查杀最近的病毒。每周至少一次病毒库升级,病毒出现频繁时一周多次,并根据病毒流行情况,随时提供升级。

提供甲方可以邮箱配置是否使用杀毒服务;可以配置杀毒的方式:查杀、只查,是否保留原附件等等都可以通过软件配置。

3.违约赔偿规定

乙方不能满足本条之承诺,将免收甲方当月之费用。

七、数据备份的保障

1.定义与适用范围

账号的备份与保存时长是指由于各种原因导致客户账号被锁定,从而服务终止后,电子邮件服务商有义务对该账号信息和对应数据(包括客户信件和操作日志)保留的期限。

数据的备份是指乙方对邮件数据提供备份措施,发生灾难性故障时具有整体数据还原的功能。

2.承诺

账号的备份期限为90天。

数据的备份为每天增量备份一次,每3天全备份一次,备份数据保存1个月。

八、开通的保障

在甲方已有域名,申请邮件服务,乙方承诺24小时开通相关服务。

甲方须申请新域名以开通邮件服务,乙方承诺48小时开通相关服务。

3.违约赔偿规定

乙方不能满足本条之承诺,将免收甲方当月之费用。

九、客户服务保障

1.定义与适用范围

为保证客户正常使用电子邮件服务,乙方建立长期,稳定,方便,有效的客户服务体系,设立专门的客户服务机构,受理客户的业务咨询,费用查询,申告和投诉等。

乙方为客户提供便捷的客户服务方式和渠道,开通专门的客户服务电话,邮箱,建立客户服务网站。

乙方对客户服务方式和渠道进行广泛宣传,使客户能够了解,在使用电子邮件服务可能遇到的问题及相应的解决办法。
